If you are an Indian resident in the UAE and your passport is due for renewal, this update matters to you. On 21 October 2026, the Embassy of India in Abu Dhabi announced that four Indian Consular Application Centres (ICACs) would stop operations from 22 October 2026.

The good news is that no service has been cancelled. Passport, visa, consular and attestation services continue at 12 centres across the country. You only need to change where you go.

This guide lists the four centres that closed, the 12 centres that are still open, and the collection rules if you already applied. It also covers appointments, walk-in services and the announced fees.

Quick Answer

Four Indian Consular Application Centres closed on 22 October 2026: Musaffah and Al Reem Island in Abu Dhabi, Dubai Investment Park 1 in Dubai, and Al Majaz in Sharjah. Services continue at 12 centres run by Al Hind Tours & Travels. Passport delivery counters stay open at Musaffah, Dubai Investment Park and Al Majaz for collection only. Applicants of the Al Reem centre collect their passports from the Al Danah centre. Walk-ins are accepted for Tatkal passports, newborn passports, Emergency Certificates and senior citizens aged 60 and above.

What Changed on 22 October 2026

The Embassy announced the closures on 21 October 2026 through its official channels. It said the four centres would stop working for administrative reasons. No further reason was given in the announcement.

Indian consular services in the UAE are outsourced. Al Hind Tours & Travels runs the application centres for the Embassy of India in Abu Dhabi and the Consulate General of India in Dubai. The network had 16 centres. With these closures, 12 centres remain in service.

The applications themselves have not moved to the Embassy or the Consulate. Passport and other consular applications are not accepted directly at the Embassy in Abu Dhabi or the Consulate in Dubai. Every application still goes through an ICAC. Only the list of locations has become shorter.

The services also stay the same. You can still apply for a fresh passport or a renewal, an Indian visa, an OCI card and a Police Clearance Certificate. Surrender certificates and document attestation also continue at the open centres.

The Four Centres That Have Closed

The following centres stopped operations on 22 October 2026. Their submission counters are closed, so you cannot file a new application at any of them.

  • Musaffah, Abu Dhabi: Capital Mall, Mohammed Bin Zayed City.
  • Al Reem Island, Abu Dhabi: Offices WSO 157, 158 and 159, Level 1, Wafra Square Offices, Al Reem Island.
  • Dubai Investment Park 1, Dubai: Rooms 601 and 602, Bayan Building, Dubai Investment Park 1, Green Community Village.
  • Al Majaz, Sharjah: Rooms 902 and 903, Bell Rashid Towers, Corniche Street, Al Majaz 1.

If one of these was your usual centre, pick the nearest open centre from the list below. Dubai residents who used Dubai Investment Park will usually find Bur Dubai the main alternative. Abu Dhabi residents who used Musaffah or Al Reem can use Al Danah in the city.

Already Applied at a Closed Centre? Read This

Many people applied for a passport renewal days before the closures. If that is you, do not worry. Your application is still being processed. Only the collection point may change.

In a service advisory on the official consular services portal, Al Hind clarified the collection rules. Passport delivery counters remain open at three of the closed centres: Musaffah in Abu Dhabi, Dubai Investment Park in Dubai and Al Majaz in Sharjah. You can collect your new passport from the same centre where you applied.

The fourth centre is different. Al Reem has no delivery counter. Passports applied for at Al Reem will be available for collection at the Al Danah centre in Abu Dhabi.

Remember one limit. The delivery counters are for collection only. No new passport, visa or attestation request will be accepted at the three centres. Submission counters are closed at all four locations.

If you chose courier delivery when you applied, nothing changes for you. Your passport will reach you through the courier service as planned. Only applicants who selected in-person collection need to visit a centre.

How to Book an Appointment

Appointments are booked online on the official consular services portal, consularsevainuae.com. This is the dedicated website for Indian consular services in the UAE, operated for the Embassy and the Consulate.

Slots are released twice a day, at 9am and 9pm, from Monday to Saturday. Popular centres fill up quickly after each release. If your preferred centre shows no slots, try the next release or a nearby centre.

All centres work from 8am to 6pm. Reach on time for your slot. You are allowed to enter the centre only 15 minutes before your appointment time, so arriving very early does not help.

Dubai applicants should note that Bur Dubai is now the only centre in the emirate. It is the largest centre, with 45 counters, but demand will rise after the Dubai Investment Park closure. Book early if you need a Dubai slot.

Before you travel, check the document checklist for your service on the portal. Requirements differ between a renewal, a fresh passport, a name change and other services. Carrying the right documents saves you a second trip.

Who Can Walk In Without an Appointment

Four types of applicants do not need an appointment. They are accepted on a walk-in, first-come, first-served basis at all centres:

  • Tatkal (urgent) passport applications
  • Newborn passport cases
  • Emergency Certificate requests
  • Senior citizens aged 60 years and above

Everyone else should book an appointment online before visiting. Walk-in applicants should still come early in the day, because daily walk-in numbers are limited by the centre’s capacity.

Services and Announced Fees

The centres handle passport renewals and fresh passports, Indian visas, OCI cards and Police Clearance Certificates. They also process surrender certificates and document attestation for the Embassy and the Consulate.

For passports, the total fees announced when Al Hind took over the services were AED 477 for a normal application and AED 927 for a Tatkal application. These totals include ancillary services such as form filling, the photograph service, typing, domestic courier, printouts and photocopying.

Fees for visas, attestation and other services are different, and charges can be revised. Check the current fee for your exact service on consularsevainuae.com before you visit, and keep the payment confirmation or receipt from your application.

If Your Usual Centre Closed: 4 Simple Steps

  1. Find your new centre. Use the list of 12 open centres above and pick the closest one to your home or workplace.
  2. Book a fresh appointment. Appointments from a closed centre do not move automatically. Book a new slot at your chosen centre on the official portal.
  3. Waiting for a passport? If you already applied, follow the collection rules: delivery counters at Musaffah, Dubai Investment Park and Al Majaz, or Al Danah for Al Reem applications.
  4. Urgent case? Tatkal, newborn, Emergency Certificate and senior citizen cases can walk in at any open centre without an appointment.
